Sexual harassment shatters self esteem for victims. Those in positions of power seem to believe they have the right to abuse women. If nothing is done the violence escalates. Fear and intimidation keep victims silent. Speaking up is part of rebuilding.
From my experience with sexual harassment it started out with derogatory name calling. Then random touching. Going to work was scary and unsafe. The violence became normalized.
